For appointment to this grade, a candidate must have:
Duties and Responsibilities
An officer at
this level may be deployed as a head of unit at Headquarters or as a County
Works Officer or a County Structural Engineer. The duties and responsibilities
at the Headquarters and departmental level will include work in the specialized
fields of engineering in one of the following:
a)
Building and Allied Structures
i.
Design, detailing and site supervision of structures in
various materials and forms of construction;
ii.
Liaison with architects, local authorities and other
ministries on project development;
iii.
Checking and monitoring projects designed by consulting
engineers; and
iv.
Direction and control of engineers and structural assistants
working in the specific project.
b)
Marine
i.
Assessment of the site, location, planning, design,
detailing, preparation of bill of quantities and contract documents;
ii.
Supervision and administration of bridges and allied
structures for national roads and similar structures pertaining to development
undertaken by other ministries;
iii.
Design, detailing, preparation of bill of quantities and
contract documents for jetties, seawalls, docking and berthing facilities and
supervision of structures;
iv.
Checking and monitoring projects designed by consulting
engineers and
v.
Direction and control of junior engineers and structural
assistants working on specific projects.
c)
Civil
i.
Design, detailing, site supervision and maintenance of the
sewerage drainage, roads and paved areas pertaining to public buildings; and
ii.
Checking and monitoring projects designed by consultants.
d)
Construction
i.
Supervision of structural, civil and marine works prepared
by the department and consulting engineers;
ii.
Enforcement of specification, compliance with engineers’
drawings, conditions of contract, quality control, approval and measurement of
completed works, progress reports and
iii.
Guidance of structural engineers on all technical aspects of
the work.
e)
Research
i.
supervision and control of applied research projects
pertaining to structural materials, foundations, structural elements, and
constructional techniques, marine and building technology.
ii.
The officer will be responsible to the Principal
Superintending Engineer for work programs in all the functional areas and
training and development of staff under him/her.
f)
District Work Officers
i.
Coordination of design;
ii.
Supervision of construction and maintenance of public
buildings, civil and other public works.
iii.
Research activities, administration and supervision of all
staff working under him/her.
